I think what this means is that God causes us to rest in Him, to find soothing comfort in Him. If we truly rest in God, everyday, we will find comfort, peace and joy.
The color green is very soothing, as a child I used to wonder why God chose the color green to be ONE of the most dominant colors used in nature, it is because it is a soothing color plus it signifies life.
Most plant life is green; grass, foliage, fruit that is still ripening, so I think God uses this color to indicate life. Pastures are where sheep find food and rest, and this is where God wants us to be…. among “the leaves of grass.” Sorry, couldn’t resist; “Leaves of Grass,” by Walt Whitman.
God is represented here as our pasture of rest and food for life.
Since the verse says "make" me lie down, I take it to mean that when I (like a sheep), lift my head up from eating the grass in God's pasture/Word I lose focus and begin looking toward the other side of the fence. Thankfully the Lord doesn't let me drift (too far anyway), and commands/makes me (conviction of the Spirit), to get my head back down into His Word/grass/spiritual food. The Lord is a jealous God. But He means it for my own good.
When I feel I am drifting I sense separation from the Lord and it is His gentle warning that our private time together needs attention.
I have also experienced Jer 32:40 when I start to drift. "And I will make an everlasting covenant with them, that I will not turn away from them, to do them good; but ***I will put my fear in their hearts, that they shall not depart from me***."
God uses fear very effectively. Fear of falling away from the Lord is what keeps us close to Him. I know when these dark times come upon me, God will in fact use fear to draw me back and keep me on track. My response to Him is always the same thing, " Lord, to whom shall we go? thou hast the words of eternal life (Jo:68)."
It is a reaffirmation of how truly precious and glorious God is to us, how truly needy we are, and a reminder that there is no other name under heaven whereby we might be saved.
God just keeps reminding us who He is. He is such a deep well that we keep drawing from, a well that never runs dry, we temporarily loose our way, then once again He says, "I am the LORD, and there is no other; Besides Me there is no God (Isa 45:6)." "If any man thirst, let him come unto me, and drink (John 7:37)."
How can we refuse such divine grace? HE is AWESOME!!!

How is your wife's family doing? I am still praying for them. I don't see too much in the news anymore. Have they found a safe place to live?
